Public launch of the National Strategy for Sustainable Development

Keneo has been assisting the French Ministry of Sport in the preparation and drafting of the sport-specific National Strategy for Sustainable Development (SNDD).

POINTS OF NOTE :

  • Challenge: Put together a sustainable development strategy for sport at a national level, a unique vehicle that will engage fellow citizens in a coherent, ambitious, high-quality environmental and social initiative.

  • Keneo’s plan: Leading a group of experts, participating in and summarising national and inter-regional meetings, development and drafting of the strategy, identifying priorities and implementing en structural projects.

  • Outcome: Official public launch of the sport-specific National Strategy for Sustainable Development on 3 May 2011 during a press conference held by Chantal Jouanno in front of 400 key figures from the sporting world, and presentation of the twelve priorities previously highlighted by the Ministry of Sport.

In 2010, Chantal Jouanno, French Minister of Sport took the decision to adopt a strategy related to sustainable change within sport. This strategy’s objective is to include the policies pursued by the Ministry, its territorial networks and its institutions in the framework set out by the National Strategy for Sustainable Development 2010-2013 (SNDD), voted through in July 2010.

The Ministry then called on the services of Keneo to assist it in summarising its sport and sustainable development meetings during 2010 and in drafting the SNDD, adapted for sport and all those involved in sport (Local authorities, sporting associations, economic stakeholders). In 2011, following on from this work, Keneo, in conjunction with the ‘I Care Environnement’ firm, again shared its expertise with the Ministry to settle on 12 strategy priorities and the structural projects that would allow the strategy to be implemented.

An ambitious strategy

To make sport a major trigger for change in society, the Ministry of Sport wanted to produce an SNDD specifically adapted for sport. It is sustainable in sporting terms while also ensuring the coherence and credibility of this future strategy by taking into account existing actions, and allows all those involved in sport or sporting projects, to meet the challenges associated with sustainable development.

9 months of discussions and dialogue were necessary to create the National Strategy for Sustainable Development in Sport (SNDDS). The collective efforts of the state, the sporting world, local authorities, and economic and environmental groups, allowed us to identify 234 levers in the sporting sector divided up into the 9 challenges defined by the SNDD 2010-2013, providing us with a complete overview of the sustainable development challenges sport faces, and reaching a veritable consensus across the board.

Keneo supported the ‘Direction des Sports’ (branch of the French Ministry of Sport) in its "Sport and Sustainable Development" undertaking by summarising the set of 2010 meetings on the same subjects and by drafting the National Strategy for Sustainable Development (SNDD), adapted for sport by:

  • Leading a group of experts;
  • Participating in and summarising the national and inter-regional meetings
  • Developing and writing the strategy

Prioritising sustainable development actions

In order to commit the Ministry of Sport and its partners in the short term, a prioritised three-year SNDDS action plan was put together between January and April 2011. Keneo, working jointly with the firm ‘I Care’, assisted the Ministry of Sport in identifying twelve priorities for the SNDDS, each divided into structural projects (38 in total).

The priority selection process, based on work previously carried out, took place in two stages: first, a "prioritisation tool" was developed enabling us to pinpoint areas where action is needed more pressingly. Then the result of this analysis was discussed by three working groups. Within each priority point, numerous structural projects were identified, aimed at setting in motion the priority. Each structural project is defined by an objective, success indicators, management and the role of the key players involved, financing and crucial dates. Facilities for monitoring the implementation were put in place.

The SNDDS’ 234 levers, and the twelve priorities that arose from them, constitute the National Strategy for Sustainable Development in Sport, a veritable support that is sure to become a landmark initiative in the world of sport.
